demarche April 14 to MFA North America Department Director 
Igor Neverov and Deputy Vasiliy Istratov.  They promised to 
forward demarche points promptly to Kislyak but had no 
substantive comments, noting that Under Secretary Burns had 
discussed the issues in question with Russian Ambassador 
Ushakov in Washington April 13 and ISN Assistant Secretary 
Rademaker had done the same this week in Moscow with MFA and 
Rosatom officials (ref B-C).
