(C) We delivered reftel demarche to Aleksandr Chuplygin, head 
of the migration section in the MFA Department of 
Humanitarian Cooperation and Human Rights.  Chuplygin noted 
the U.S. support for Ambassador William Lacy Swing over 
current IOM DG Brunson McKinley and the amendment to the IOM 
constitution to limit the director general to two terms.  He 
suggested that there might be an EU candidate as well, adding 
that several unnamed European countries had expressed 
dissatisfaction with IOM and its perceived "pro-American" 
bias.  We said that Ambassador Swing's experience as a career 
diplomat and as a Special Representative of the Secretary 
General made him imminently qualified to lead IOM and to do 
so in the best interests of all its members.
