1.  On August 24, 2007, EST exchanged diplomatic notes with, and 
passed the U.S. instrument of ratification to, the Russian Ministry 
of Foreign Affairs, as per reftel instructions. 
 
2.  The exchange of notes will bring the Agreement between the 
Government of the United States of America and the Government of the 
Russian Federation on the Conservation and Management of the 
Alaska-Chukotka Polar Bear Population into force on September 23, 
2007. 
 
3.  The original of the Russian note and a certified copy of the 
U.S. note have been pouched to Tom Malionek in L/T.
